DSI summons BTSC to give statements about the Mass Rapid Transit Orange Line Project: Bang Khun Non–Min Buri Phase (Suwinthawong)  

 

       After the complaint by Mr. Srisuwan Janya as the Vice-President and the Secretary-General of the Association for the Protection of the Thai Constitution (acting the President of the Association), about the resolution of the Selection Committee pursuant to Section 36 of the Public-Private Partnership Act, B.E. 2562 (2019) regarding the Mass Rapid Transit Orange Line Project: Bang Khun Non–Min Buri Phase (Suwinthawong) to unlawfully change the terms of reference (TOR), which is likely to hinder competition to bid, the offence under the Act of Offence Relating to Submission of Bid to Government Agencies, B.E. 2542 (1999), the DSI by its Bureau of Crime Relating to Submission of Bids to Government Agencies has investigated into the aforesaid case.

       Today (Thursday, Januray 14, 2021) the Bangkok Mass Transit System Public Limited Company (BTCS) by its Chief Executive Officer Mr. Surapong Laoha-Unya (a bidder in this project), came to give statements as the representative of BTSC detailing irregular changing of the new (TOR), in term of criteria for the winning bidder not in accordance with the law and the cabinet’s resolution on the Mass Rapid Transit Orange Line Project: Bang Khun Non–Min Buri Phase (Suwinthawong). The company filed a lawsuit to the Central Administrative Court. The court accepted the charge and rendered an order to abate the said new criteria and use the previous criteria.

       This case, the Director-General Pol.Lt.Col. Korrawat Panprapakorn ordered the Bureau of Crime Relating to Submission of Bids to Government Agencies to expedite its further investigation and gathering other evidence.
