Worranan Srilum (Special Case expert)) paid a courtesy visit to discuss the official matters with the Director-General of the Customs Department Mr. Patchara Anuntasilpa and Mr. Chaiyuth Kamkoon (the Principal Advisor on Customs Control Development) about the guidelines of performance between the DSI and the Customs Department to enhance their collaboration efficiency.

The DSI and the Customs Department had signed the Memorandum of Agreement (MOA) on Coordination for Cooperation in Working to Prevent and Suppress Special Cases Offences since July 29, 2005. The MOA was under Section 22 of the Special Case Investigation, Act B.E. 2547 (2004). Since the past, the DSI and the Customs Department have continuously coordinated and collaborated in cases. There are many important cases to be jointly worked by both agencies, such as, the case of cars smuggled into the Kingdom without the customs clearance or by false price declaration of imported cars for duty evasion, making huge losses of duties and taxes to be collected by the state. For the discussion, the DSI and the Customs Department agreed on the enhancement of the efficiency of evidence collection for rapidity and reduction of practice processes, and expansion of scopes of other matters cooperation. The main issues of collaboration determined by both agencies are as follows.

  1. Designating the coordinator of each agency by starting from the coordinators for the cases of luxury cars only before extending to other cases.
  1. Connecting the database system of the Customs Department to the DSI for swiftness and efficiency of prevention and suppression of the luxury cars cases.
  1. Strengthening the capability of Special Operation Unit of the DSI and the Customs Department by training and joint operations. The DSI will support both the training venue at its DSI Academy and experts on special operations. The executives of both agencies agreed that more close collaboration is needed, as well as the review of their aforementioned MOA for comprehensive cooperation and the modernity.
