Over the past 23 years, the Department of Special
Investigation (DSI) has undergone changes in many areas, including public
administration, legal reform and improvement, public-sector human resource
management, and operational systems and methods. These changes have occurred
within the surrounding political, social, economic, and cultural contexts,
reflecting that the DSI is an organization always ready to change in order to
develop and strengthen its capabilities in all aspects. The DSI upholds
"integrity" and "unity" as one, which serve as the strength
and power of the organization. It stands ready to be by the side of the people
and the nation in delivering justice to protect the interests and well-being of
society as a whole. This power of unity is a crucial factor that enables the
DSI to stand firm against injustice, unafraid of any influence. For this
reason, the name "Department of Special Investigation" or "DSI"
has become widely known. It is clearly evident that when the people face
distress or danger, the name "DSI" is always the first agency that
comes to mind, true to the common saying: "DSI, a dependable refuge for
the people, with the heart of those who uphold justice."
As the Department of Special Investigation enters its
twenty-fourth year today, I want to offer my assurance and vow to all
executives and DSI personnel that I will manage with integrity, committed to
preventing corruption and misconduct. This will be guided by key performance
indicators: transparency, accountability, freedom from corruption in
operations, a culture of integrity within the organization, and integrity in
the performance of duties. I will improve operating procedures to move towards
a "Public Administration 4.0" model and international standards,
reduce unnecessary work processes, foster participation from all sectors, and
strengthen a system of merit and transparency in all areas of administration.
This will lead the DSI to earn public trust and faith, and ensure that
personnel at all levels have well-being, engagement, and good morale. I also
ask all of you to join hands and show your collective will by taking an oath,
expressing a resolution to conduct yourselves and your duties by "Upholding
dignity with a heart of integrity, and performing missions with
professionalism." This is to work together towards the vision of being
"A leading organization in enforcing laws against special crimes in
accordance with international standards," by pledging allegiance to our
shared values and organizational culture, and by taking the oath of "DSI
Officers and Personnel Free from Corruption."
