‘Kamnan Nok’ and Accomplices for Bid Rigging, Totaling 21 Defendants, as
Proposed by the DSI
As the Department of Special Investigation (DSI),
through its Bureau of Government Procurement Fraud, has conducted an
investigation regarding the case where P.Phatanarungrod Construction Co., Ltd.
and P.Raweekanok Construction Co., Ltd., which are linked to Mr. Praween
Chanklai, or “Kamnan Nok,” an alleged influential figure in Nakhon Pathom
Province, secured over 1,500 government contracts between 2012 – 2023 with
damages over several billion Baht, and forwarded the inquiry files to the
prosecutors of the Department of Corruption Litigation, Office of the Attorney
General, with an opinion to prosecute P.Phatanarungrod Construction Co., Ltd.
and its accomplices over “conspiring to collude in bid submission with the
intent to benefit a specific party to become a contractor with government
agencies by avoiding fair price competition, or by obstructing the submission
of the goods or services to the government agencies, or by taking advantage of
government agencies through unordinary business practices; acting as
intermediaries to solicit others to join in bid-rigging agreements; and jointly
offering, promising, or giving money, assets, or other benefits to others to
induce their participation in acts that benefit a specific party in securing
government contracts, or to persuade them to abstain from bidding or withdraw
their bids, as well as demanding, accepting, or agreeing to accept money or
assets or other benefits” as stated in the Government Procurement Fraud Act,
B.E. 2542 (1999), Section 4 and Section 5, in conjunction with the Criminal
Code Section 83.
The Department of Special Investigation (DSI) would like to report progress of the case. On January 8, 2026, the inquiry officers were informed that the prosecutors from the Office of Corruption Litigation 1 have filed a lawsuit against P.Raweekanok Construction Co., Ltd. (as the first defendant), Kamnan Nok, and his accomplices—totaling 21 defendants—to the Central Criminal Court for Corruption and Misconduct Cases in accordance with the inquiry files submitted by the DSI. Furthermore, investigations into other bid-rigging projects involving Kamnan Nok and another group of accomplices are still underway through the joint efforts of the DSI, the Investigation Office of the Office of the Attorney General, and the Central Investigation Bureau. Further updates will be provided to the public as they become available.
The Department of Special Investigation (DSI) has implemented regulation enforcement through criminal law measures against major economic crimes of wide public interest which adheres to the rule of law index. This approach involves integrated collaboration with various agencies, namely, the Department of Special Investigation, the Office of the Attorney General, the Royal Thai Police, the Comptroller General’s Department, the Department of Provincial Administration, civil society networks such as Anti-Corruption Organization of Thailand, and Provincial Anti-Bid Rigging Network. This strong collaboration across multiple agencies is a key policy of Police Major Yutthana Praedam, Director-General of the Department of Special Investigation, in order to encourage the policy carried out by the government and the Ministry of Justice, as well as to ensure reliability in the prevention, suppression, and investigation of cases under its responsibility, thereby ensuring sustainable organizational management in accordance with the principles of good governance
